Obstacle Assessment

HAS is currently undertaking comprehensive Obstacle Assessments at various airports in the Middle East to support the continued safety and operational efficiency of aircraft movements. This critical activity involves the identification, mapping, and analysis of any existing or potential obstacles that may penetrate or infringe upon defined Obstacle Limitation Surfaces (OLS), as prescribed under ICAO Annex 14.

The assessment adheres strictly to international standards and regulatory requirements, ensuring that all procedures are consistent with global best practices. High-precision geospatial data is collected and georeferenced using the World Geodetic System 1984 (WGS84), a globally recognized reference system that ensures positional accuracy and interoperability across aviation data systems.

The outcome of the Obstacle Assessment informs key stakeholders—including airport operators, air navigation service providers, and regulators in the Middle East—on the necessary actions to ensure safe approach, landing, and departure procedures, while also facilitating long-term infrastructure growth and compliance with safety regulations.

HAS may conduct thorough site assessments for buildings proposed near airports in the Middle East. We evaluate the potential safety risks posed by these structures in compliance with Annex 14 Surfaces. For every building construction request, we provide detailed reports analyzing whether the proposed structures may penetrate the Obstacle Surfaces.

Special Aeronautical Study

The expertise we have onboard is ready & prepared to conduct Special Aeronautical Studies to obstacles in the vicinity of airports in the Middle East and assess the operational implications of those obstacles that penetrate or may affect Obstacle Limitation Surfaces (OLS). These studies are essential for determining the feasibility of continued or modified operations and identifying appropriate mitigation strategies in compliance with international standards & national safety regulations.

HAS performs specialized aeronautical studies in the Middle East to assess potential airspace infringements within the framework of regulatory guidance, including ICAO annex 14, which is designed to support risk-based decision-making airspace protection & obstacle management. When an obstacle infringement is identified, we evaluate its potential impact on aircraft operations and provide recommendations that may include operational restrictions, physical mitigation, or the establishment of special procedures or other safety recommendations that ensure efficient

Calibration & Validation Flight

Upon request, HAS arranges flight calibration services in the Middle East with specialized crews trained in the calibration and validation of navigational aids. This crucial service ensures that systems such as Instrument Landing Systems (ILS), Distance Measuring Equipment (DME), VHF Omnidirectional Range (VOR), and other ground-based navigation aids are functioning at optimal levels and in full compliance with international standards, including hardware maintenance of such aids.

Procedure Design

•  Aerodrome Procedure Design
Designing Standard Instrument Departures (SIDs) and Standard Terminal Arrival Routes (STARs) tailored to the specific characteristics of the aerodrome and surrounding airspace in the Middle East.
•  Enroute & Instrument Approach Procedure Design
Creating precision and non-precision approach procedures, including RNAV, RNP, and ILS approaches, aligned with ICAO PANS-OPS (Doc 8168) criteria and Bahrain’s ANTR requirements.
